The EU Cities Gateway Program supports cooperation among cities and regions across the Atlantic through four thematic clusters.


Digitalization and Urban Innovation
Cities are at the forefront of the digital transition — from smart mobility and data-driven governance to the use of AI in public services. Harnessing digital innovation is vital to deliver more efficient, inclusive, and transparent urban systems. Sharing practices between European smart cities and North American innovation hubs accelerates adoption of ethical and people-centred digital solutions.

Affordable and Attainable Housing & Innovative Living Spaces
Rising housing costs, demographic change, and urban growth are putting pressure on housing systems on both continents. Cities are under pressure to create affordable, liveable, and sustainable housing while experimenting with new living models, from co-housing to modular construction. Addressing this challenge is not only a social priority but also a driver of urban resilience and competitiveness.

Nature-based Solutions (NbS)
With increasing heatwaves, floods, and biodiversity loss, cities are turning to nature as a powerful ally. Restoring wetlands, expanding urban forests, and integrating green infrastructure helps communities adapt to climate change while improving air quality, public health, and quality of life. Both Europe and North America are experimenting with large-scale NbS, making transatlantic collaboration timely and highly relevant.

Circular Economy
Waste reduction, resource efficiency, and sustainable production are no longer optional — they are central to how cities thrive in an era of climate urgency and economic volatility. From Europe’s Green Deal commitments to circularity bills already adopted by several US states and Canadian municipalities, circular economy approaches are transforming industries, creating green jobs, and helping cities reduce their environmental footprint.
